A Message on November Layoff Notices and Pre-notice Meetings

On Monday November 14th, the Ministry of Health and Long-term Care announced that it was proceeding with the issuance of Notices of Layoff for 36 AMAPCEO-represented employees effective December 2, 2011.    These AMAPCEO members received advanced notice/pre-notice of surplussing back in June, but in August the employer announced that they were postponing the issuance of layoff notices until an underdetermined date in the future.  

In addition, on Thursday, November 17th, the OPS employer held more advanced notice/pre-notice of surplus meetings for over 70 AMAPCEO-represented employees in several ministries. Note: if you were not called into a meeting on November 17th to receive advanced notice of surplus, then your position is not affected.  

As was done in the Spring, AMAPCEO Workplace Representatives have made themselves available to provide advice and assistance to these AMAPCEO members to help them understand their redeployment and lay-off options.  AMAPCEO staff are also making themselves available to assist members and to monitor the employer’s compliance with the provisions of the Collective Agreement. 

This is obviously a difficult and stressful time for those colleagues whose positions are at risk, but it is important to note that pre-notice  and Notice of Layoff  are only the start of a process that has many potential outcomes, including redeployment to another position in the OPS.  AMAPCEO members enjoy excellent job security provisions that feature options that enable choices to be made by the affected employees.  In fact, as of today, only 13 of the 67 members who received Notices of Layoffs in August do not have either an OPS direct assignment or a bump.  

AMAPCEO staff continue to work diligently with employer representatives to facilitate achieving the redeployment option desired by these affected members.

Although the overall number of AMAPCEO-represented positions identified for surplusing represent a small proportion of the total membership, it is nevertheless a serious matter for those affected and AMAPCEO will  continue to be there to support them.

Moreover, AMAPCEO continues to raise questions and concerns with the employer’s performance in administering the job security and redeployment provisions.  In fact, we have filed a number of individual disputes on behalf of members affected, as well as two separate Association (policy) disputes (click here and here).
