Why Join AMAPCEO?

If Your Home Position is in the AMAPCEO Bargaining Unit

If you have a home position in the AMAPCEO bargaining unit, you are eligible to join the Association. Please click here to download or print a copy of the Membership Application Form.  

Many employees represented by AMAPCEO assume that, because membership dues are deducted from their pay, they are automatically members of the Association. Under our Constitution, however, membership is voluntary. AMAPCEO acknowledges that some individuals, because of strongly-held personal views, do not believe they should be compelled to belong to a union. In order to become a member and ensure that you receive all of our information and participate fully in the Association (including voting in elections, being nominated as a representative or sitting on a committee), you must sign up as a member in good standing, which can be done by printing or downloading a membership form from the web site and faxing it to the AMAPCEO office (at 416 340 6461).  

Dues are collected, however, from all employees in the bargaining unit, since AMAPCEO has an obligation to represent everyone, whether they have joined or not. Everyone who is represented by AMAPCEO receives the full protection of the Collective Agreement and full access to our staff and other resources to defend their rights. There is no additional cost to join.  Current membership dues, as authorized by the Delegates' Conference, are set at one (1.0) per cent of gross compensation.

The Rand Formula

The requirement that all bargaining unit employees pay dues is based on the Rand Formula, so named for the late Mr. Justice Ivan Rand, who issued a historic arbitration award in 1946 that has set the framework for collective bargaining ever since. At that time, Rand wrote: "I consider it entirely equitable that all employees should be required to shoulder their portion of the burden of the expense of administering the law of their employment: the union contract. They must take the burden along with the benefit ". The Rand Formula was adopted as part of our Voluntary Recognition Agreement in March 1995, making it possible for AMAPCEO to begin paying our lawyers, hiring staff and providing services to members.  

If You are Acting or Seconded into the AMAPCEO Bargaining Unit

Under the Association's Constitution, individuals whose permanent or home position is outside the AMAPCEO bargaining unit, but who are temporarily acting in an AMAPCEO position, are entitled to attend and speak at meetings of their Chapter but are not eligible to become members in good standing (and thus are not eligible to vote or otherwise participate in the governance of the organization). Such temporary or acting employees in the bargaining unit are required to pay dues to AMAPCEO because they are entitled to representation and protection under provisions of the Collective Agreement. You are eligible, however, to become an Associate Member, which entitles you to be notified of all Chapter meetings and receive all communications sent to members-in-good-standing.
